Réseau Inter-Système designs, builds, deploys, hosts and maintains the digital tools of Québec municipalities — at a fixed price, with a single point of contact, from the first sketch to the server that runs them.

Who you are dealing with

We don’t sell licences renewed year after year. We build a solution, we deliver it, and we keep it running. That is a different trade, and it can be verified:

  • Approved supplier in the Ville de Montréal supplier file — file reviewed and accepted, with our business classifications and service categories.
  • Registered with SEAO — category S4, information technology services, for the Montréal, Montérégie, Laval, Lanaudière, Laurentides and Estrie regions.
  • Registered in the Québec lobbyists registry — our mandate is public, and it names exactly what we approach municipalities about.
  • Microsoft CSP partner — we administer Microsoft 365 tenants for our clients, licensing and delegated access included.
  • Three published applications — LeitnerLoop, NetDiag and RetroHub can be downloaded today from Google Play, the App Store and the Microsoft Store. They have passed Google’s, Apple’s and Microsoft’s review processes, and stay compliant on an ongoing basis.
  • Hosted in Québec — on infrastructure we operate in Montréal. Your data never leaves the province, which is a direct element of your Law 25 compliance.

Our turnkey solutions

Three products are ready today. Each one stands on its own, in your municipality’s colours, without requiring you to take the others.

1. The citizen services portal

One place, under your name, where residents file a request and follow it — pothole, streetlight, bin, permit, complaint — and where they find your public notices, your council meetings, your news, your job postings and your recreation registrations.

On the town hall side: a work queue where every request is assigned to a department and tracked until it closes, a management dashboard — open requests, overdue requests, average turnaround — and a monthly report ready to table at council.

It sits alongside your current website, it does not replace it. Nothing is required from your current web provider, and no existing contract needs to be reopened.

2. Delibra, for the council meeting itself

The portal publishes your meetings to residents. Delibra runs the meeting. The agenda is assembled with its documents, the notice of meeting goes out to members, and in the room the application calls the roll, tracks quorum, puts motions to a vote and counts the ballots. The minutes assemble themselves from what actually happened — the clerk corrects instead of transcribing.

Every decision keeps its resolution number, assigned in sequence, with no gaps and no duplicates. The rules of deliberation are yours: quorum, majority, how abstentions count, the chair’s casting vote, each seat’s voting rights. No two councils deliberate the same way, and Delibra imposes none of it.

3. Custom development

This is the trade the other two came out of. Web, Windows, iOS and Android applications. Interfaces between systems that don’t talk to each other. Internal tools, approval workflows, registries. Dashboards and databases.

A specific need, a complete solution, delivered in weeks: design, development, deployment, hosting, maintenance. Fixed price, quoted before we start. If you have work that three people redo by hand every month, that is exactly what we build.

How we work

  • A firm price, quoted up front. A single amount, in a written proposal, with no hidden fees and no commitment on your part to obtain it.
  • No per-user fees. No per-request fees. Volume pricing punishes the municipality whose tool residents actually adopt. The price depends only on the size of the population served.
  • Delivered in weeks. The complete portal is in service in four to six weeks, training and documentation included.
  • It is not an off-the-shelf package. Forms, approval workflows and destination departments are set to your way of working — not the other way around.
  • Your data stays yours. Kept in Québec, exportable at any time in an open format, on request. Source code can be handed over to you if the contract requires it.
  • Security fixes are never billed, for as long as the solution is in service.

What we don’t do

We don’t do staff placement, hourly consulting, managed IT services, or support of your workstations and network. We operate our solution, not your IT estate. Saying so up front saves you a meeting.
